Since the crack cocaine wave reached Dortmund, the largest city in the Ruhr region, a special task force has been set up there. Frankfurt is considered a cautionary tale.
In the late morning, the fenced gravel area at the corner of Grafenhof and Martinstraße in central Dortmund is busy. Three dozen drug addicts have settled down on the benches. Some are deep in conversation, others sit apathetically at the sidelines. At the beginning of February, the city administration opened the so-called alternative area on a rented vacant lot in a prime city location.
